Resolution
|
WHEREAS the Board of Education wishes to enter into a contract with N/A to purchase N/A to support the Adult Education Program for July 1, 2024 - June 30, 2025. WHEREAS the district administration has designed in conjunction with Yonkers Pathways to Success, a program which meets the objectives set forth by the Board and the New York State Education Department, and, WHEREAS the Board of Education authorizes the Superintendent of Schools to enter into an agreement with N/A to provide the services, and, NOW THEREFORE BE IT RESOLVED; That the Board of Education hereby authorizes the Superintendent of Schools to enter into an agreement with N/A at a cost not to exceed pending EPE Funding by NYSED approval. It is acknowledged and agreed that pursuant to the terms of that certain intermunicipal agreement by and between the City of Yonkers Board of Education (“BOE”) and the City of Yonkers (the “City”) as filed in the Office of the City Clerk on June 16, 2014, the terms of this agreement are subject to review and revision by the Corporation Counsel, as well as approval by the City’s Board of Contract and Supply. Furthermore, this Agreement shall not be enforceable until signed by both parties and approved by the Corporation Counsel’s Office. The following information details the CTE courses we are seeking approval for, and includes language mandated by the New York State Education Department (NYSED) Office of Adult Education Programs and Policy (AEPP). AEPP provides reimbursement funding for documented contact hours generated by eligible adult students (21 years older or older), that are co-enrolled in high-school equivalency or English for Speakers of Other Languages (ESOL) classes, through a funding program called Employment Preparation Education (EPE). AEPP will reimburse eligible contact hours for any K-12 approved Career & Technical Education (CTE) course approved by NYSED and listed on the Career & Technical Education Approved Programs website: https://www.nysed.gov/sites/default/files/current-nysed-approved-cte-programs.pdf. However, Pathways to Success is not applying for any CTE courses that are approved by NYSED. AEPP will also reimburse contact hours generated by eligible students for any Local Board of Education Approved Training Program, which is predicated on the Local Board of Education taking full responsibility for the curriculum and any resulting certificate or credential. Approval from NYSED for these same courses communicates only that the contact hours generated by the adult students enrolled in these classes will be reimbursed based on the EPE rate issued by New York’s State Aid Office. NYSED does not vet the course, nor approve any portion of the curriculum, or resulting credential and/or certificate. Full responsibility lies with the School District or BOCES. As the Board of Trustees is the local authority for training programs, Pathways to Success, the Adult Education Program of the Yonkers Public Schools, is requesting the Local Board of Trustees to approve the following training programs: Carpentry (fka Building Maintenance), Culinary/Hospitality, Retail/Business and Computers. These courses were previously approved by the Board of Trustees for the 2021-2022 school year. These courses are eligible for funding through EPE, a NYSED funding source, providing that the Board of Trustees takes full responsibility for the curriculum and any resulting certificate, and that these programs are under the supervision of the Yonkers Superintendent. Each of these courses is designed to prepare students for entry-level employment within a specific industry, and each leads to an industry-recognized certificate. All Pathways to Success courses are offered free of charge to Yonkers residents. The Annual EPE Application has not yet been released, but will be submitted to NYSED upon completion (tentatively end of May). |
