Rationale:
|
This resolution is to award IFB-6684, CIP10922 “Fuel Oil Tank Restoration” at Martin Luther King, Jr. Academy, to Luzon Oil Company, Inc. dba/Luzon Environmental Services (Luzon), for the amount of $123,747.00 for term of 365 calendar days. In December, 2020 the source of a small oil puddle in the tank vault room was confirmed as a leak at bottom of the 10,000-gallon steel heating oil tank in the vault room. Since the leak is at the bottom of tank, the tank had to be emptied immediately and a spill case was reported to the DEC. A temporary tank was delivered and put into service to facilitate heating the building until the existing tank can be restored to full function. Bids were opened in public and read aloud on September 24, 2021. Two bids were received. Bids were examined, determining that Luzon is the lowest responsive and responsible bidder with recent successful completion of District capital projects. The next bid was $213,066.00. The work was designed by Eisenbach & Ruhnke Engineering, PC (E&R) who provided a letter of recommendation to award and estimated the work to be $150,000. This restoration of the existing fuel tank is work in place and includes but is not limited to continuous welding of all interior seams, coating the interior, testing, providing a 10-year warranty and additional work as specified to restore tank to full function. Construction is anticipated to commence on or about November 1, 2021. All work shall be completed within 60 days. |

Ladies and Gentlemen: WHEREAS: the fuel oil storage tank at Martin Luther King, Jr. Academy exhibited leaks on December 16, 2020, and WHEREAS: in compliance with General Municipal Law IFB6684 was publicly advertised on August 27, 2021 and opened on September 27, 2021, for CIP10922 “Fuel Oil Tank Restoration” at Martin Luther King, Jr. Academy, and WHEREAS: such bids were duly examined and as a result of this examination of the bids submitted, the administration has determined that Luzon Environmental Services, is the lowest responsive bidder with a bid in the amount of $123,747.00, and NOW THEREFORE BE IT RESOLVED: that Bid No. 6684, CIP10833 CIP10922 “Fuel Oil Tank Restoration” at Martin Luther King, Jr. Academy be awarded to Luzon Environmental Services, 1246 Glen Wild Road, Woodridge NJ, 12789 in the amount of $123,747.00 and a term of 365 calendar days. |
