Rationale:

AWARD of CAPITAL Contract IFB 6743A GENERAL CONSTRUCTION Work, Contract 1, CIP10927 “HVAC Upgrades” at Paideia School 15 to Mengler Mechanical, Inc. for $204,000 and a term of 365 calendar days.
This was a re-bid. The original bid was rejected because it resulted in only one bidder at a price far above the estimate.
In compliance with General Municipal Law 103, the contract was issued for bid, opened and read aloud in public on May 13, 2022. Bids were examined and all due diligence observed in determining the lowest responsive and responsible bidder. A total of 4 bids received, with the highest at $949,828. The work was designed by Barile Gallagher & Associate Engineers. The in-house cost estimate was $150,000.00.
The low bidder was interviewed by the Architect/Engineer, construction manager and the District to confirm that they understood the scope of work and that their bids were correct. Also, their references were checked as was the result of the Vendor Background Questionnaire by the Inspector General.
As a result, it was agreed that the contract be awarded as presented.
The general construction work includes but is not limited to: removal and installation of new concrete pads for new chillers, rooftop HVAC support systems, floor & wall chase openings and ceiling alterations for new piping routes. This project is for the replacement and upgrade to the cooling HVAC system.
This work is schedule to start summer of 2022 and be substantially completed by fall of 2022.

WHEREAS: bids were issued for public advertisement and opened on March 25, 2022 in compliance with General Municipal Law for Bid No. 6743A, GENERAL CONSTRUCTION Work, Contract 1 for the “HVAC Upgrades” at Paideia School 15, Project No. 10927, and
WHEREAS: such bids were duly examined and as a result of this examination of the bids submitted, the administration has determined that Mengler Mechanical, Inc., the lowest of four (4) bidders is responsive and responsible with a bid of $204,000.00.
NOW THEREFORE BE IT RESOLVED: that Bid No. 6743 GENERAL CONSTRUCTION Work, Contract 1, for Capital Project No. 10927 “HVAC Upgrades” at Paideia School 15 to Mengler Mechanical, Inc, 1689 Route 22, Brewster, NY 10509 for a not to exceed amount of $204,000.00 for a term of 365 calendar days.
