Rationale: This is to award Professional Engineering Services for “Filing Yonkers Public Schools Air Contamination Sources with Westchester County Department of Health” to Eisenbach & Ruhnke Engineering, P.C. as per the results of RFP430 (420-20-21) at a cost of $286,500.00 and term of 365 calendar days.

The District is working towards compliance with the Laws of Westchester County and Chapter III, Part 201 of New York State Environmental Conversation Rules and Regulations Chapter 873, Article XIII, Section. 873.1306 Air quality; new and existing sources certificate to operate stationary combustion installations operating on a maximum rating 1 MMBTU/hr or greater that utilize #2 fuel oil and diesel.

E&R will follow and perform all aspects of the Westchester County Department of Health (WCDOH) Guidelines for filing applications for Air Contamination Sources for Stationary Combustion Installations, for 37 of the 40 Yonkers Public Schools.

RFP430 (420-20-01) was publicly advertised and proposals open July 17, 2020. Only two firms responded. Barile Gallagher & Associates Engineers proposed $544,000. E&R has acceptable history working in the District and has successfully completed the filing of the Westchester County Department of Health Air Permits for new boilers at School 9.

Resolution: Ladies and Gentlemen:

WHEREAS: The District has a need for professional engineering services for “Filing Yonkers Public Schools Air Contamination Sources with Westchester County Department of Health”, and

WHEREAS: such services have been duly solicited in compliance with NYS Municipal Law 104B and the City of Yonkers procurement policy through the issuance of the publicly advertised request for proposal RFP430 “Filing Yonkers Public Schools Air Contamination Sources with Westchester County Department of Health”, and

WHEREAS: Two firms submitted proposals which were duly scrutinized and evaluated and Eisenbach & Ruhnke Engineering, PC, deemed most suited to the requirements of RFP430; and

WHEREAS: the contract term shall be for a term of 365 calendar days, and

WHEREAS: the total of the fees paid shall not exceed a $286,500.00,

NOW THEREFORE BE IT RESOLVED: That the Superintendent of School be authorized to enter into the above contract per RFP430 (420-20-01) “Filing Yonkers Public Schools Air Contamination Sources with Westchester County Department of Health” with Eisenbach & Ruhnke Engineering, P.C., 291 Genesee Street, Utica, NY in the amount of $286,500.00 for 365 calendar days.
