Scope - The purpose of this resolution is to provide Internet access to those students who do not have it available to them in their place of residence. The access will be provided by Altice for $2.00 per month per user, not including additional Federal Universal Service Fund (USF) fees which are also charged monthly. At this time we estimate the number of students that will need this service provided to them to be approximately 1,000. The District will provide Altice with the specific device network card address to Altice who will input it into their system thereby giving only those specific devices access to Altice’s network, via WiFi, throughout the City of Yonkers for a term of one year. This agreement with Altice was achieved in a collaborative effort between the City of Yonkers, the Board of Education and Altice. Based on the number of students mentioned above, we are estimating the overall cost associated with Student WiFi access to be $27,000.00, which includes an additional estimated 10% per month USF fees, for the term of September 1, 2020 – August 31, 2021. Additionally, those students whose place of residence is not in close proximity to an Altice wireless access point, Altice will provide an installed wired solutions for those specific students. Altice will reduce the installation fee to $15.00 from $30.00 and provide access at a cost of $14.99 per month. Those instances will need to be addressed as they arise as we do believe that the vast majority of students who need access will be within the Wifi coverage areas. An amendment to this resolution will be submitted should we need include students who may be outside of the WiFi area.

WHEREAS the Yonkers Public Schools will contract with Altice to provide students with low cost Internet access, and,
WHEREAS this subscription will provide students access to the Altice network throughout the City of Yonkers thereby giving them access to the Internet needed for remote learning, and,
WHEREAS Altice will provide access to specific devices whose required information will be provided by the District. Only those specific devices will have access. The cost of which will be $2.00 per month per device for one year, not including an estimated 10% Universal Service Fund (USF) monthly Federal charge. Currently, we are estimating approximately 1,000 students will need this service. Additionally, Altice will provide those students whose place of residence is outside of Altice’s WiFi coverage an installed wired connection. The cost of which will be $14.99 per month and a one-time installation fee of $15.00. Those students have not yet been identified. An amendment to this resolution will be submitted as those students are identified.
NOW THEREFORE BE IT RESOLVED: That the Yonkers Public Schools issue a purchase order to Altice, in the amount of $27,000.00 for the annual cost, including an estimated 10% monthly USF fee, of providing students with WiFi access to the Altice Network for the 2020-2021 school year.
