Rationale: Assignment of Capital Fund On-Call “Materials Testing and Special Inspection Services” for CIP10909 “New Elevator & Interior Improvements – Phase 3” at Charles E. Gorton High School to Advance Testing Company, Inc. under Contract No. 2022-0363 and proposed “hourly & testing rates” in an amount not to exceed $9,405.75 Assignment term is for 365 calendar days.

Advance Testing will provide the necessary staff, materials and equipment to schedule and perform materials testing & special inspections services. Providing reports to the Owner, CM and Architect.

The project scope of work included new elevator & addition, select roof replacement, replacement of ceilings, lights and floor and painting in the cafeteria, restoration of ceiling finishes in the boy’s gym and requisite asbestos abatement.

RFP 420-22-14 was issued to Advance Testing and Tectonic Engineering, the two firms who have an “On-Call” special inspections and materials testing contract with YPS. Advance Testing was the lowest proposer in the amount of $9,405.75 versus Tectonic Engineering’s proposal in the amount of $19,410.00.

Resolution: Ladies and Gentlemen:

WHEREAS: under Resolution 18.15 dated July 21, 2021, the Board of Education authorized the award of On-Call “Materials Testing and Special Inspection Services” Contract No. 2022-0363 to Advance Testing Company, Inc. in response to District RFP-435 for an amount not to exceed $500,000 and a term of 3 calendar years.

WHEREAS: the response by Advance Testing Company, Inc. to request for proposal by the Facilities Department to provide materials testing and special inspection services to the above capital project was deemed most advantageous to the District at a cost not to exceed $9,405.75.

NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to assign Advance Testing Company, Inc. , to the task of providing On-Call “Materials Testing and Special Inspection Services” for capital project CIP 10909, “New Elevator & Interior Improvements – Phase 3” at Charles E. Gorton High School at a cost not to exceed $9,405.75 for a term of 365 calendar days.
