Rationale:
|
This is to award the subject PO as per the attached amended emergency declaration for “Procurement of Goods & Services for COVID19 Response” issued by the Superintendent on July 27, 2020 amended on October 7 and October 23, 2020. The COVID response has required the District to (so far) engage the services of: an Architectural firm, 4 Engineering firms and an Environmental Hygienist all under current multiyear contract with the District. In addition five construction contractors under current contract with the District and four others added to the stable. In total the Facilities Department is managing fifteen vendors in 40 schools. The work entailed is limited to District directed HVAC upgrades and improvements to optimize ventilation to meet SED requirements in all school buildings in response to the COVID19 pandemic. All work is paid for based on a time and material basis using prices as bid and awarded in the current service contract. It is anticipated that this contract will be amended again at a future date to increase the quantity of work being performed.

Ladies and Gentlemen; WHEREAS: an Emergency Declaration was issued on July 27, 2020 for “Procurement of Goods & Services for COVID19 Response” in the amount of $1,000,000, and WHEREAS: this Emergency Declaration was amended on October 7, 2020, bringing the total available amount to $3,000,000, and WHEREAS: this Emergency Declaration was amended again on October 23, 2020 bringing the total available amount to $5,000,000, and WHEREAS: in implementing its COVID crisis response the District has great need for “On-Call HVAC Restoration” Districtwide capital improvement work, and WHEREAS: there is great need for the District to upgrade the ventilation and heating plants (HVAC) in many of its school for operation under COVID19 requirements, and WHEREAS: the said Emergency Declaration covers the necessary HVAC upgrade and restoration, and WHEREAS: Power Cooling, Inc., has been solicited to provide such services under negotiated unit prices for labor rates and materials and have demonstrated that they were capable and ready to make such improvements under District direction, and WHEREAS: Power Cooling has submitted an acceptable proposal to commence this effort in the amount of $113,140.00 under said terms and conditions until the money runs out, and WHEREAS: further engagement with Power Cooling may be negotiated. NOW THEREFORE BE IT RESOLVED: that the Superintendent of Schools is hereby authorized to award the above CAPITAL FUND Purchase Order CIP 10901 “COVID19 Related HVAC Improvements” Districtwide under Emergency Declaration to Power Cooling, Inc., 4343 Vernon Blvd, LIC, NY 11101, in the amount of $113,140.00 for a term of 365 calendar days.
