Rationale:
|
This resolution is to ratify amendment 3 of $50,000 of capital funds (CIP10901) which was already executed and to approve amendment 4 of $80,000 of capital funds (CIP10899/$50k and CIP10901/$30k). This increase to the subject contract using set aside CAPTIAL funds solely for work under the above EMDEC. Non EMDEC work will be continue to be paid with general funds. This contract ends in July 2021. This work is being done under the attached emergency declaration for “Procurement of Goods & Services for COVID19 Response” issued by the Superintendent on July 27, 2020 and amended on August 26, October 7 and October 23, 2020.
This PO is for Scotty to provide electrical work in support of CIP 10899 Plumbing Improvements and CIP 10901 HVAC Improvements.
The COVID response has required the District to (so far) engage the services of: an Architectural firm, 4 Engineering firms and an Environmental Hygienist all under current multiyear contract with the District. In addition SIX construction contractors under current contract with the District and four others added to the stable. In total the Facilities Department is managing fifteen vendors operating in 40 schools.
The work entailed includes but is not necessarily limited to District directed HVAC upgrades and improvements to optimize ventilation to meet SED requirements in all school buildings in response to the COVID19 pandemic. All work is paid for based on a time and material basis using prices as bid and awarded in the current service contract.
It is anticipated that this contract may be amended again at a future date to increase the quantity of work being performed.

Ladies and Gentlemen;
WHEREAS: an Emergency Declaration was issued on July 27, 2020 for “Procurement of Goods & Services for COVID19 Response” in the amount of $1,000,000, and
WHEREAS: this Emergency Declaration was amended on August 26, 2020 bringing the total available amount to $2,000,000, and
WHEREAS: this Emergency Declaration was amended on October 7, 2020, bringing the total available amount to $3,000,000, and
WHEREAS: this Emergency Declaration was amended again on October 23, 2020 bringing the total available amount to $5,000,000, and
WHEREAS: in implementing its COVID crisis response the District has great need for “On-Call HVAC Restoration” CIP 10901 and “On-Call Plumbing Work” CIP 10899 to upgrade the ventilation systems and heating plants (HVAC and related trades) and plumbing Districtwide, and
WHEREAS: the said Emergency Declaration covers the necessary HVAC and Plumbing upgrades and restoration, and
WHEREAS: Scotty Electric Corp, already under contract with the District CONTRACT 2019-00000201 indicated that they were capable and ready to make such improvements at the same terms, condition and prices as already bid and awarded this capital work in an amount not to exceed of $130,000.00, increasing the amount from $250,575 to $380,575 for no change on terms.
NOW THEREFORE BE IT RESOLVED: that the Superintendent of Schools is hereby authorized to award the above CAPITAL FUND Purchase Order for CIP 10901 “COVID19 Related HVAC Improvements” and CIP 10899 “COVID19 Related Plumbing Upgrades and Alterations” Districtwide under Emergency Declaration to Scotty Electric Corp, 22 Holl’s Terrace, Yonkers NY, in amount not to exceed $130,000.00,
