Rationale:
|
This is to authorize the sixth (6th) amendment to contract No. 2019-0318 with Sprague Operating Resources, LLC for No.2 Fuel Heating Oil adding $5,923,420 for the 2022-2023 year. This will increase the contract to $20,882,188.00 and the term to 1,825 calendar days.
Sprague will provide No. 2 heating oil for all District owned and operated buildings and supplemental fuel for 2022-23 via NYSOGS GROUP 05500, AWARD 23091 contract period August 31, 2018 to September 1, 2023 to Sprague Operating Resources LLC in an amount not to exceed $5,923,420 for a period of 365 calendar days.
This is based on the estimated usage of 1,580,000 gallons (based on the last 3 years) at an average price of $3.749 per gallon.
This is a significant increase over the FY2021-22 actual expense of $4,714,265.00. Revisions (increases or decreases) to the budgeted contract price shall be based on prices posted in the Oil Price Information Service (OPIS) “Oil Price Daily”.

Ladies and Gentlemen:
WHEREAS: By Resolution 17.3 dated October 17, 2018, the Board of Education authorized the award of contract 2019-0318 to Sprague Operating Resources, LLC to provide fuel oil to the District for $3,520,000.00 and 365 calendar days, and
WHEREAS: By Resolution 15.11 dated August 21, 2019 the Board of Education authorized the first amendment to contract 2019-0318 increasing the amount to $7,000,000 and the term to 730 calendar days, and
WHEREAS: By Resolution 17.5 dated August 19, 2020 the Board of Education authorized the second amendment to contract 2019-0318 increasing the amount to $10,262,643.00 and the term to 1,095 calendar days, and
WHEREAS: By Resolution 16.3 dated August 18, 2021 the Board of Education authorized the third amendment to contract 2019-0318 increasing the amount to $13,358,768.00 and the term to 1,460 calendar days, and
WHEREAS: By Resolution 15.22 dated March 16, 2022 the Board of Education authorized the fourth amendment to contract 2019-0318 increasing the amount to $14,858,768.00 with no change in term, and
WHEREAS: By Resolution 20.2 dated June 14, 2022 the Board of Education authorized the fifth amendment to contract 2019-0318 increasing the amount to $14,958,768.00 with no change in term, and
WHEREAS: The District desires to supply heating fuel oil for the 2022-23 year by amending for the sixth time contract 2019-0318 under New York State office of General Service Contract No. PC68104, in the amount of $5,923,420 for the 2022-2023 year, and
WHEREAS: This will increase contract 2019-0318 to $20,882,188.00 and the term to 1,825 calendar days.
NOW THEREFORE BE IT RESOLVED: That the contract NO. 2019-0318 with Sprague Operating Resources LLC, 185 International Dr. Portsmouth, NH 03801 be extended and amended for an additional $5,923,420 for the 2022-2023 year increasing the contract to $20,882,188.00 and the term to 1,825 calendar days.
