Rationale:
|
As per Emergency Declaration dated September 23, 2020 this RFP was issued only to E&R due to its limited scope and need of speed. The firm has worked on numerous other projects and is well qualified to undertake this project. E&R’s base proposal is for $31,000.00 to provide services that include but are not limited to: review existing drawings, field inspect the tank; confirm existing conditions using this information to create bid documents and SED permit requirements for the replacement of the tank. They will also be providing bidding and contract award support. Construction administration will be proposed separately depending on the scope and timing of another capital project currently out for bid. The department has earmarked another $4,000 for potential reimbursable costs such as, topographic and/or site surveys, destructive test cuts or probes, special inspections or testing during construction. This brings the maximum fee for this task up to $35,000.00. This project cost is currently anticipated to be $400,000.00 and construction is planned for the early spring of 2021. An extension of time is to be presented to the WCDOH.

Ladies and Gentlemen: WHEREAS: under Resolution 17.5 at the stated meeting on January 20, 2016, the Board of Education authorized the award of a requirements based, professional Architectural/Engineering services contract to Eisenbach & Ruhnke Engineering, P.C. in response to District RFQ313 “Architectural & Engineering Services for the School Facilities Management Department” for an amount not to exceed $1 million, and WHEREAS: architectural and/or engineering services as specified under Contract 2020-'0594 are required for Task CIP 10905 “Emergency Oil Tank Replacement” Heating Oil Tank” at School 16, and WHEREAS: the response by Eisenbach & Ruhnke Engineering, P.C., ( E&R) was deemed most advantageous to the District at a cost not to exceed $35,0800.00 including $4,000 in reimbursables. NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to appoint Eisenbach & Ruhnke Engineering, P.C., 291 Genessee Street, Utica, NY 13501 to the task of providing professional Engineering services for Task CIP 10905 “Emergency Oil Tank Replacement” Heating Oil Tank” at School 16 under an existing Requirements Contract 2020-'0594 to Eisenbach & Ruhnke Engineering, P.C., in the amount of $35,000.00 for 365 calendar days.
