Rationale: By Resolution 21.13 on July 17, 2019 the Board awarded the subject contract to F&D Architects and Planners in the amount of $128,128.00. The scope of work included but was not limited to the rehabilitation of the auditorium with added air-conditioning at a project budget of $1,500,000.00.

The original RFP established a project budget estimate of $1,500,000.00. Upon closer inspection of the conditions in the building in comparison to the outcome specified in the original RFP with District directed added work to include the lobby area, both attendant restrooms and more extensive HVAC work the overall project cost estimate is revised to be $2,700,000.00. The addition design fee for this work is $55,500.

It should be noted that Resolution 15.8, January 22, 2020 the Board assigned CIP10888, “Rehabilitation of Concrete Bleachers” at Lincoln High to F&D. The intent was to rehab the bleachers for immediate use. However, structural studies indicate that a rehabilitation is not feasible and that the pre-cast concrete bleachers need to be replaced for roughly $2,000,000. The bleachers work alone is not eligible for state aid but when combined (in SED applications) with the auditorium work it will become eligible. This is being amended under separate resolution.

Resolution: Ladies and Gentlemen:

WHEREAS: under Resolution 17.5 at the stated meeting on January 20, 2016, the Board of Education authorized the award of a requirements based, professional Architectural/Engineering services contract to Fuller and D’Angelo Architects and Planners in response to District RFQ313 “Architectural & Engineering Services for the School Facilities Management Department” for an amount not to exceed $1 million, and

WHEREAS: via Resolution 21.13 on July 17, 2019, the Board of Education, assigned Fuller and D’Angelo Architects and Planners to professional engineering services for CIP 10873 “Auditorium Upgrades and Other Improvements” at Lincoln High School under contract 617108 in the amount of $128,128.00 for a term of 730 calendar days, and

WHEREAS: the fees for the architectural services of “Auditorium upgrades and reconstruction of Bleachers” to Fuller and D’Angelo, P.C for the added scope of work is $55,500.00 increasing fee from $128,128.00 to $183,6287.00, with no change in term.

NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to appoint Fuller and D’Angelo, P.C. Architects and Planners, 45 Knollwood Road, Elmsford, New York 10523 to the task of providing professional Architectural/Engineering services for capital project CIP 10873 “Auditorium Upgrades and Reconstruction of Bleachers” at Lincoln High School under Requirements Contract 617108 to Fuller and D’Angelo, P.C., Architects in the amount of $183,628.00 with no change in term.
