Rationale:

GML 103, Bid RFB-6888, opened 11/4/2022, 1 bid, Award to sole bidder, Electronic Systems Solutions. Inc. (“ESS”). The amount is $77,777.82, for the one-time purchase of 123 Motorola XPR3500 portable radios and accessories. However, the department has a budget of $86,250 allocated for these radios and desires to purchase an additional 13 units for a total award amount of $85,998.24. ESS also submitted an alternate bid for a Kenwood model NX-1300DUK2 for $36,900 as an equal, noting on their submission that this model is not compatible with the proprietary Motorola IP site connection. For this reason the department is rejecting the alternate bid as non-responsive.
