Rationale: By Resolution 15.30 dated August 21, 2019, the Board of Education authorized the award of PO 2020-1779 for Architectural Services on CIP 10878 “Roof, Doors, Boiler Replacement, and Site Upgrades” at Westchester Hills School 29 to Fuller & D’Angelo P.C., Architects in the amount of $513,750.00 and term of 1,095 calendar days.

By Resolution 16.10 dated April 20, 2022, the Board of Education authorized the first amendment to cover the cost of work deliberately not included in the original award for bidding and negotiation and construction administration for $106,050.00 with no change in term.

This amendment is to provide funds and time to cover the cost for the Part 2 of the work that includes the upgrade for the HVAC systems and boiler replacements, removal and replacement of classroom asbestos floor tile and removal and replacement of casework to facilitate HVAC modifications.

This amendment will increase PO 2020-1779 by $112,750.00 to $732,550.00 and the term by 365 calendar days to 1,460 calendar days.

CIP 10878 includes parking expansion; new exterior doors, exterior lighting, heat plant & controls, windows, signage, flooring, ceilings & lights; ADA toilet room upgrades, high-tech security and emergency generator. Project cost is estimated at $11.9 million.

Due to the size and complexity the project is broken down into 3 parts via three separate bids over multiple years:

Part 1 is under construction, includes new exterior doors, hi-tech security, parking lots, toilet room upgrades, PA upgrades, emergency power and requisite asbestos work at a cost of $4.7 million.

Part 2 has been let for bid and includes heating plant replacement, HVAC and classroom upgrades. Estimated cost of $3.8 million. Construction summer 2023.

Part 3 will include new windows, emergency generator and select ceilings and lights. Estimated cost of $3.5 million. Targeted for summer 2024 construction.

Resolution: Ladies and Gentlemen:

WHEREAS: Via Resolution 15.30 dated August 21, 2019, the Board of Education awarded PO 2020-1779 Architectural Services for CIP 10878, “Roof, Doors, Boiler Replacement, and Site Upgrades” at Westchester Hills School 29 to Fuller & D’Angelo P.C., Architects in the amount of $513,750.00 and term of 1,095 calendar days under Contract 2020-0628, and

WHEREAS: Via Resolution 16.10 dated April 20, 2022, the Board of Education authorized the first amendment to cover the cost of work deliberately not included in the original award for bidding and negotiation and construction administration for $106,050.00 with no change in term, and

WHEREAS: the cost for the Phase 2 of the work that includes the upgrade for the HVAC systems and boiler replacements, removal and replacement of classroom asbestos floor tile and removal and replacement of casework to facilitate HVAC modifications, and

WHEREAS: such services are now required, and

WHEREAS: the complexity, cost and duration of the construction period for this project is best managed by splitting the project into three distinct parts, and

WHEREAS: Fuller and D’Angelo has presented an acceptable proposal to complete these added tasks for Part 2 at a cost of $112,750.00, and

NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to amend PO 2020-1779 for CIP 10878 “Roof, Doors, Boiler Replacement, and Site Upgrades” at Westchester Hills School 29 under Contract 2020-0628 to Fuller & D’Angelo P.C., Road 45 Knollwood Road, Elmsford, New York 10523 for $112,750.00 increasing the amount to $732,550.00 and changing the term from 1,095 calendar days to 1,460 calendar days.
